The issue is known, use 1.12.2 when you want to use the recipe book for Skyblock. Switch back to 1.13.2 for City and VMR. Andrew reported the issue aswell
Thanks for reporting. As stated, we are aware of this issue and have reported it to the developers who maintain the backwards compat plugin. We are still awaiting on a potential fix.
This should now be fixed. Please use 1.13.2 on SkyBlock and confirm if this is the case. Our backwards compatibility has now been patched to allow proper crafting book functionality. @isaul007
