I believe Clar put a "chest-access -g non_members" flag on all towns for outsiders due to a recent hiccup when she was testing something (Many LWC's were deleted so she used this to mitigate the risk of people stealing from chests that were meant to be locked.) This was reverted the other day. The actual issue was a missing setting on the global region. This should now be fixed.
