I think it's because of the weird shape of the building. When he did /j pointed at the glass block it teleported him to the nearest block above, which happened to be 1 floor up.
If I'm correct, you can only /j into the building through glass panes. Any other solid block will either teleport you to the top of the building, or take you elsewhere.
Just tested this, most blocks that are not full blocks and allow you to sneak on the same block that they are placed on can allow this to happen. Looks like an MC issue.
You could say its an exploit to use /j at the bottom of a building to get on the first floor... Not really an exploit imo
