Don't go into this. I have asked wavey about this and I know his plan. He wants to have a big town with 0 tax, one day he will set the tax really high to take your money and get himself rich. I see this as scamming, but don't know how the admins think about this.
You will be stealing people their money, without letting them know since they joined when there was 0 tax.
If you wanna set town tax real high. set it from the first time you create it and don't change it to 0 tax and change it again to high tax. That would be stealing people money via tax
