    People don't use /warp info a lot, and when they do they usually ignore it

    Right! Alot of people dont know the /warp info command. I think they stop griefing as there are rules where everyone can see it, if they want or not. Make it fun for people to learn the rules. Who want to read a book with rules? Or read alot of signs at warp info?

    Even if they know the rules 50% of the time they ignore them or don't care
